Senator Vicente Tito Sotto ( Tito Sotto ) has officially introduced the Family Mainstreaming - Senate Bill No. 2306, also known as the "Filipino Family Act." This legislation is pushed by the National Coalition for the Family & the Constitution with the Conservatives of the Philippines and allied non-governmental organizations (NGOs). The primary objective of the bill is to institutionalize a state-driven, conscious effort to prioritize the welfare of ordinary Filipino households. Drawing a parallel to how the Magna Carta of Women mandates gender mainstreamingβ€”and consequently ensures that all government agencies allocate budget similar to Gender and Development implementationβ€”this act seeks to implement a systematic framework for "family mainstreaming" across public offices with the prevalence of child-related issues our homes must be guided and supported by the State. To continually involve and strengthen the private sector and faith-based communities in improving our approach to save the Filipino families as we face emerging issues in the 21st century. We want an approach that is genuine and relevant. The private sector is essential because the Government does not have the competence on its own to improve Filipino family dynamics This initiative directly honors the foundational mandates enshrined in the 1987 Philippine Constitution: Article XV, Section 1: The Family as the Foundation "The State recognizes the Filipino family as the foundation of the nation. Accordingly, it shall strengthen its solidarity and actively promote its total development. Article XV, Section 2: Marriage as an Inviolable Social Institution "Marriage, as an inviolable social institution, is the foundation of the family and shall be protected by the State." Article II, Section 12: Sanctity of Family and Protection of the Unborn "The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from conception..." Article XV, Section 3 (4): The Right to Participate in Policy "The State shall defend... The right of families or family associations to participate in the planning and implementation of policies and programs that affect them." ON DIVORCE: The demand for divorce can be effectively lowered if the government and the private sector collaborate to build better structural mechanisms that address the underlying root causes of spousal conflict. ON ABORTION: As part of the objectives, this bill aims to systematically decrease abortion rates by holding fathers legally and morally accountable, while equipping family members to journey supportively alongside pregnant women. This framework directly tackles the socio-economic triggers of abortion, including parental irresponsibility, poverty, domestic abuse, and the lack of robust bio-psycho-social support systems. ON SOGIE More families would be empowered and equipped to properly handle the issues of identity crisis on gender in their own families, without discrimination and address if there is an abuse. This would help lower the demand for radical policies on gender sensitivity if we're both truthful and anti-abuse. Additionally, the bill aims to realign national focus toward safeguarding the home, shield citizens from the fallout of political infighting, and bridge the gaps in state capacity by actively engaging the private sector and faith-based groups. This collaborative approach recognizes that public institutions alone lack the specialized competence to address the evolving socio-economic and emotional dynamics of modern families. #familymainstreaminglaw #ncfc #FilipinoFamilyAct

The Creed of the Conservatives of the Philippines

What we believe?

We believe in The One Triune God, The Father, The Son, The Holy Spirit, who alone as the one true God, deserves our adoration and worship, who is the Creator of all natural operations and moral principles, where we bind our conservative Creed. We believe in one Lord of Lords, and King of Kings, Jesus Christ, our only Savior who we pledge our utmost loyalty.

We believe that truth is objective, not based on personal thoughts, and not based on collective agreement; that morality possesses objectivity set forth beyond man; that man must always bind his beliefs, decisions, and ideas on this truth; and that a conservative must hold as one of his highest goals the preservation of the society's moral order, with or without the dictate of the State.

We believe in the distinction of Church and State. That cooperation of the Church and State is necessary to build a strong, moral, and prosperous society. That the practice of faith must be allowed and promoted everywhere without any limit. That The Catholic Church is the foundation and pillar of truth and faith that united the different tribes and ethnicities of the archipelago into one Nation, and gave Filipinos the sense of Filipino Nationalism. That proper moral faith-based education must be given to all academic institutions at all levels to form morally upright students.

We believe in the sanctity, and the intrinsic value and dignity of human life--from the moment of its conception up to its natural death; that no external circumstance nor condition can determine or extinguish its intrinsic value and dignity; that the State must ensure the due protection of every person's right to life, property, and liberty; that each human person's rights is limited by where other person's rights begins; that every man has the right to privately own property including reasonable armament for his security and protection; and that State-sanctioned death penalty, under conditions of the current justice system, and fallible judges or jury, does not serve the good and is inadmissible in a just society.

We believe that man, by nature, is created good by the omnibenevolent God; that despite becoming flawed in the course of his history, is ought to do good at all times; that all his actions must be ordered in accordance with objective morality; that he is not perfect nor self-sufficient; and that the moral values taught by the Catholic-Christian religion gives the highest moral satisfaction to man's ultimate good.

We believe in the necessity of man's total submission to God-ordained natural order of things; that there are only two fundamentally distinct genders: male and female, as dictated by human biology; that no man can ever become a woman nor a woman that can be a man; that both the male and female gender holds equal intrinsic value, dignity, and respect; that motherhood holds the ultimate meaning of womanhood, and that fatherhood is the noblest duty of a man; that marriage only can only satisfy its natural purpose in between one man and one woman; and that the nuclear family is the basic foundation of the society and the State; and that it must be protected, promoted, and sustained for all generations.

We believe in limited government; that taxation must be just and fair to all working citizens of the State, rich and poor alike; that the general welfare of and protection of all people shall always take precedence in the exercise of power of the government; that free speech, as a natural right and as essential element of a free society, can never be tampered, violated, nor prohibited by any government; that no government has absolute authority over any private individual, or corporation; that a free and moral market must be promoted and sustained; that the totalitarian and atheistic ideologies of socialism or communism must be rejected by the State; and that the right to private property holds an absolute place in the formulation and legislation of any regulatory and economic power of the government.

We believe in the supremacy of this political Creed of the Conservatives of the Philippines; that we are free to hold beliefs, principles, and ideologies beyond but not contrary to this Creed; and that we are bound by principle and by conscience to promulgate its articles with highest honor, dignity, and commitment.

So help us, God
