Look! Senator Vicente Tito Sotto ( Tito Sotto ) has officially introduced the Family Mainstreaming - Senate Bill No. 2306, also known as the "Filipino Family Act." This legislation is pushed by the National Coalition for the Family & the Constitution with the Conservatives of the Philippines and allied non-governmental organizations (NGOs).
The primary objective of the bill is to institutionalize a state-driven, conscious effort to prioritize the welfare of ordinary Filipino households. Drawing a parallel to how the Magna Carta of Women mandates gender mainstreaming—and consequently ensures that all government agencies allocate budget similar to Gender and Development implementation—this act seeks to implement a systematic framework for "family mainstreaming" across public offices with the prevalence of child-related issues our homes must be guided and supported by the State.
To continually involve and strengthen the private sector and faith-based communities in improving our approach to save the Filipino families as we face emerging issues in the 21st century. We want an approach that is genuine and relevant. The private sector is essential because the Government does not have the competence on its own to improve Filipino family dynamics
This initiative directly honors the foundational mandates enshrined in the 1987 Philippine Constitution:
Article XV, Section 1: The Family as the Foundation
"The State recognizes the Filipino family as the foundation of the nation. Accordingly, it shall strengthen its solidarity and actively promote its total development.
Article XV, Section 2: Marriage as an Inviolable Social Institution
"Marriage, as an inviolable social institution, is the foundation of the family and shall be protected by the State."
Article II, Section 12: Sanctity of Family and Protection of the Unborn
"The State recognizes the sanctity of family life and shall protect and strengthen the family as a basic autonomous social institution. It shall equally protect the life of the mother and the life of the unborn from conception..."
Article XV, Section 3 (4): The Right to Participate in Policy
"The State shall defend... The right of families or family associations to participate in the planning and implementation of policies and programs that affect them."
ON DIVORCE:
The demand for divorce can be effectively lowered if the government and the private sector collaborate to build better structural mechanisms that address the underlying root causes of spousal conflict.
ON ABORTION:
As part of the objectives, this bill aims to systematically decrease abortion rates by holding fathers legally and morally accountable, while equipping family members to journey supportively alongside pregnant women. This framework directly tackles the socio-economic triggers of abortion, including parental irresponsibility, poverty, domestic abuse, and the lack of robust bio-psycho-social support systems.
ON SOGIE
More families would be empowered and equipped to properly handle the issues of identity crisis on gender in their own families, without discrimination and address if there is an abuse. This would help lower the demand for radical policies on gender sensitivity if we're both truthful and anti-abuse.
Additionally, the bill aims to realign national focus toward safeguarding the home, shield citizens from the fallout of political infighting, and bridge the gaps in state capacity by actively engaging the private sector and faith-based groups. This collaborative approach recognizes that public institutions alone lack the specialized competence to address the evolving socio-economic and emotional dynamics of modern families.
